A ceremony held this Thursday (6) in the amphitheater of the Faculty of Medical Sciences (FCM), celebrated progress in the agreement between Unicamp and the Fundação Centro de Atendimento Socioeducativo ao Adolescente – Fundação Casa. Signed in 2018 with effective commencement in 2019, the agreement provides for health care for young people serving socio-educational measures of detention and provisional detention in the centers. The project, which already had the support of the Public Ministry of Labor, received a boost this year with the support of the Court of Justice of São Paulo (TJ_SP). The body announced the transfer of approximately R$ 1 million – resources that will be used to pay professionals who work in the mental health program at the Foundation.
In Campinas, the Fundação Casa has three socio-educational centers – the Anhanguera Complex of Fundação Casa Campinas, Maestro, and Andorinhas, with an average of 350 consultations annually.
Professor Paulo Velho, a faculty member at FCM and coordinator of the actions developed by the University in conjunction with the Foundation, pointed out that the main complaints from adolescents are related to anxiety and depression disorders, often caused by the hospitalization itself.
The rector of Unicamp, Paulo Cesar Montagner, quoted a colleague, Professor José Dias Sobrinho, to speak about the role of public universities in society. “If a university does not dedicate itself to human emancipation, it has no reason to exist,” the professor said, stated the rector. “If knowledge does not serve to build a superior society, in dignity and the realization of fundamental values, it becomes an engine in a civilizing process in reverse,” he added. According to Montagner, public institutions, when working together, are capable of “transforming resources into knowledge, knowledge into care, and care into citizenship.”
The general coordinator of Unicamp, Fernando Coelho, said that the agreement with Fundação Casa reflects a set of values. "This is an activity that very clearly demonstrates the commitment that a public university should have to society," he stated.
Judge Sérgio Araújo de Gomes, from the Special Criminal Court of Campinas, pointed out that the resources allocated to the project come from alternative measures foreseen in the justice system and return to society in the form of investments in health, education, and citizenship. “This demonstrates that legal accountability and the promotion of rights are not incompatible concepts. On the contrary, in certain situations, they can go hand in hand for the benefit of the community itself,” he said.
The representative from Fundação Casa, Maria Angélica Alves da Silva, said that the collaboration with the University “transcends a mere formal agreement,” as it “represents the union of institutions committed to the defense of human rights, the production of knowledge and, above all, the creation of real opportunities for adolescents serving socio-educational measures.”
Also participating in the event were public prosecutor Elisa de Divitiis Camuzzo, the head of the Children and Youth Court of Campinas, Marcelo da Cunha Bergo, judge Alexandre Carvalho e Silva de Almeida, MPT prosecutor Nei Messias Vieira, and the director of FCM, Erich Vinícius de Paula.
