Traffic enforcement on campus begins this Monday (2)

Until March 13th, drivers who commit traffic violations on the Barão Geraldo campus will be issued a so-called "moral fine".

The University Prefecture and the Municipal Development Company of Campinas (Emdec) – which manages the city's traffic system – are starting a campaign this Monday (2) to raise awareness among drivers to respect traffic rules at Unicamp.

Between March 2nd and 13th, drivers who commit traffic violations while driving on the Unicamp campus in Campinas, in the Barão Geraldo district, will be warned with what is called a "moral fine".

During this period, Emdec agents will distribute educational notices and guidelines to vehicles parked illegally or that have violated other traffic laws.

Starting March 16th, effective enforcement will begin on campus. Urban mobility agents will monitor situations such as illegal parking or misuse of designated parking spaces. If an irregularity is found, a citation will be issued.  

Inspections will take place at locations where there is regulated vertical and horizontal signage. If necessary, Emdec will suggest adjustments to the existing signage throughout the contract.

Campaign

The awareness campaign involves engaging the university community with educational agents from Emdec and professionals from the Campus Life Secretariat (SVC). A 'moral' fine will be affixed to vehicles parked illegally, along with guidance on traffic laws and the proper use of parking spaces.

Informational leaflets and banners will also be distributed at strategic points on campus. A message alluding to the campaign will also be displayed on the arch located at the university entrance.

The initiative comes from the University Prefecture of Unicamp and, according to Mayor Juliano Finelli, aims to improve road safety, prevent accidents, and promote respect for traffic laws and signage – especially those related to exclusive or special parking spaces for the elderly and disabled.

According to data from SVC, the Unicamp campus in Campinas receives 80 people per day, in addition to registering the circulation of 40 vehicles.

“The Unicamp campus is a collective space that needs to be cared for by everyone. The University Administration has been making consistent investments in improving road infrastructure – resurfacing, new parking spaces, revitalization of signage – but nothing replaces the role of individual awareness,” Finelli points out.

In 2025, the Campus Life Secretariat (SVC) recorded an average of 12 incidents per month on campus (pedestrian accidents and accidents with and without victims).

It is also possible to use the digital channels WhatsApp (19 3731-2910) and the Contact Us Web (portal.emdec.com.br/faleconosco).

The educational material will emphasize:

"Respect for reserved parking spaces" – Dedicated to the elderly and people with disabilities: to use them, it is mandatory to have a physical or digital credential (issued via the Digital Traffic Wallet).

"Parking and Stop"Respect the signage (regulated areas) and parking space markings; never park in prohibited areas (on pedestrian crossings or sidewalks, obstructing accessibility ramps or vehicle exits)."
