The Unicamp rectorate will meet this Tuesday (9) with directors of units and bodies to discuss the draft of the Complementary Law Project (PLC) that foresees academic expansion based on the autonomy of the University's health area. The meeting takes place four days after the conversation with representatives of the teaching staff, when the professors debated the points of the project and suggested changes.
The expectation is that the proposal to change healthcare management will be voted on by the University Council (Consu) on December 16th. If approved, the proposal will go to the state government, which may present a bill to be voted on in the Legislative Assembly of São Paulo (Alesp).
The project has been under discussion in sectorial meetings at Unicamp since September. Meetings have already taken place with faculty representatives, unit directors, staff, and students.
Last week, the General Secretariat (SG) distributed a copy of the draft project among the members of the University Council (Consu). Along with the document, it provided a form so that council members can suggest changes to the text.
The General Secretariat will gather all contributions, compile and organize the information in a way that allows for analysis by the Attorney General's Office, the Cabinet, and the council members themselves. The 80 council members and their alternates received the draft and the form.
New management model
The project envisions a new management model for the health sector – which would be linked to the State Health Secretariat for budgetary and management purposes, but would remain connected to the University in the areas of teaching, training of undergraduate and postgraduate students, and professional development for physicians.
Today, Unicamp is responsible for funding the health sector. This year, the expenditure is expected to reach approximately R$ 1,1 billion. However, the general coordinator of Unicamp, Professor Fernando Coelho, argues that the University has exhausted its investment capacity in this area.
The rector, Paulo Cesar Montagner, said he wants to reassure the workers. According to him, no rights will be suppressed.
According to the rector, the project ensures that employees will retain "all the advantages and benefits currently received" – such as transportation allowance, meal vouchers, childcare allowance, special education allowance, food vouchers, and health assistance.
The possibility of participating in training programs, career advancement opportunities, and awards offered by the University will also be guaranteed.
